Does transit goods to Niger require BESC?

BESC is regulated by PAC, Port Autonome de Cotonou, therefore the port authority requires all shipments that will be discharged in Cotonou to have a BESC certificate.

Please kindly note Niger also requires a BESC of its own. All shipments with final destination Niger are required to have its own BESC. Therefore shipments to Niger via Benin require two BESC.
